Organizational Context

This position is within the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. OIOS serves as the internal oversight body for the UN Secretariat, providing audit, investigation, inspection, and evaluation services. The Investigator reports to the Chief of Section and will conduct investigations across the Organization, potentially involving travel to remote locations for extended periods.

Job Purpose

The Investigator is responsible for planning, organizing, conducting, and managing investigations into alleged misconduct, malfeasance, fraud, corruption, waste of resources, and violations of UN Regulations and Rules. This includes leading investigation teams, defining investigative parameters, gathering evidence, conducting interviews, analyzing facts, and drafting comprehensive reports with recommended corrective actions. The role also involves collaborating with colleagues, managing unit resources, and utilizing data analytics to identify trends and support decision-making. The incumbent will contribute to upholding the integrity and efficiency of the Organization by ensuring accountability and addressing violations.

Responsibilities

Plan, organize, conduct, and manage investigations into alleged misconduct, malfeasance, fraud, corruption, waste of resources, sexual exploitation and abuse (SEA), sexual harassment, and violations of UN Regulations and Rules. Lead and supervise investigation teams, coordinating activities and defining investigation parameters and timelines. Employ investigative tools, gather evidence, prepare testimony, and review pertinent documentation. Conduct interviews, analyze facts, determine findings, and formulate recommendations for corrective, disciplinary, and jurisdictional actions. Draft investigation reports and communications. Collaborate with colleagues to achieve organizational goals, adhering to standard operating procedures. Manage financial resources and logistics for the unit. Analyze data to identify trends and provide insights using data visualization methods for planning and decision-making.

Work Experience

A minimum of seven years of progressive experience in investigations, including supervisory functions, is required. Experience in interviewing subjects and witnesses for investigations, working on international investigations, and within an international or multilateral public institution is also required. Two or more years of experience in data analytics is desirable.
