Organizational Context

This position is within the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in Vienna. OIOS serves as the internal oversight body for the United Nations, assisting the Secretary-General in overseeing the Organization's resources and staff through audit, investigation, inspection, and evaluation services. The Investigator will report to the Chief of Section and is expected to travel for investigations.

Job Purpose

The Investigator is responsible for planning, organizing, conducting, and managing investigations into alleged misconduct, malfeasance, fraud, corruption, waste, and violations of UN Regulations and Rules. This includes leading investigation teams, defining investigation parameters, gathering evidence, conducting interviews, analyzing facts, and formulating recommendations for corrective and disciplinary actions. The role involves drafting investigation reports, collaborating with colleagues, and utilizing data analysis and visualization to support decision-making. The Investigator must adhere to OIOS standard operating procedures and UN Regulations and Rules, contributing to the achievement of organizational goals.

Responsibilities

Plan, organize, conduct, and manage investigations into alleged misconduct, malfeasance, fraud, corruption, waste of resources, sexual exploitation and abuse (SEA), sexual harassment, and violations of UN Regulations and Rules. Lead and supervise investigation teams, coordinating activities and defining investigation parameters and timelines. Determine investigative tools, gather evidence, and prepare testimony. Conduct interviews, analyze facts, determine findings, and formulate recommendations for corrective and disciplinary actions. Draft investigation reports and communications. Collaborate with colleagues to achieve organizational goals, adhering to OIOS standard operating procedures. Collect and analyze data to identify trends, providing insights through data visualization for planning and decision-making. Manage financial resources and logistics for the unit.

Work Experience

A minimum of seven years of progressive experience in investigations, including supervisory functions, is required. Experience in interviewing subjects and witnesses, conducting international investigations, and working within international public institutions is also required. Two or more years of experience in data analytics is desirable.
