Organizational Context
The UN Secretariat is strengthening its evaluation capacity, particularly for smaller units lacking in-house expertise. This Generic Job Opening (GJO) aims to build a pool of evaluation specialists. These consultants will be engaged by programme managers across various UN Secretariat entities to evaluate projects, programmes, and other organizational components.
Job Purpose
The purpose of this role is to serve as a pool of expert Evaluation Specialists available to UN Secretariat programme managers. These specialists will conduct evaluations of diverse projects, programmes, and organizational components, ensuring adherence to UN evaluation standards. The role contributes to strengthening the Secretariat's evaluation capacity by providing essential expertise to units that may not have dedicated evaluation staff. Successful candidates will be recruited for specific assignments based on the needs of hiring offices, contributing to evidence-based decision-making and accountability across the organization. The assignments may be performed remotely, with durations varying based on project requirements.
Responsibilities
Evaluation Specialists are responsible for conducting comprehensive evaluations that meet UN standards. Key duties include designing evaluation frameworks and producing inception reports, systematically collecting and analyzing relevant data, interpreting findings to draw appropriate conclusions, and formulating actionable recommendations. Specialists will communicate evaluation results effectively through detailed reports, presentations, and other dissemination methods. They will be engaged by hiring teams and programme managers from various UN Secretariat entities to address specific evaluation needs, ensuring that assignments are clearly defined by terms of reference and other relevant documentation.
Work Experience
A minimum of five years of experience in conducting evaluations is required. Fluency in English or French is necessary, as these are the UN Secretariat's working languages. Proficiency in other official UN languages may be required depending on the specific recruiting entity.
