Organizational Context
The UN Secretariat is strengthening its evaluation capacity, particularly for smaller units lacking in-house expertise. This Generic Job Opening (GJO) aims to build a pool of evaluation specialists. These consultants will be engaged by programme managers across various UN Secretariat entities to evaluate projects, programmes, and other organizational components.
Job Purpose
This role serves to create a roster of qualified Evaluation Specialists available to support UN Secretariat entities. The purpose is to provide expert evaluation services for diverse projects, programmes, and operational components, ensuring adherence to UN evaluation standards. Specialists will contribute to evidence-based decision-making by conducting comprehensive evaluations, from design to reporting. The pool facilitates efficient recruitment by programme managers seeking specific evaluation expertise, thereby enhancing the Secretariat's overall capacity to assess and improve its initiatives and operations. The role directly supports the Secretary-General's vision for improved management and accountability within the UN.
Responsibilities
Evaluation Specialists are responsible for conducting comprehensive evaluations that meet UN standards. Key duties include elaborating evaluation designs and producing inception reports, collecting and analyzing relevant data, interpreting findings, and drawing appropriate conclusions. Specialists will also be tasked with formulating actionable recommendations and effectively communicating evaluation results through detailed reports, presentations, and other dissemination methods. The role involves collaborating with hiring teams and programme managers to ensure evaluations align with specific project or programme objectives and contribute to organizational learning and improvement.
Work Experience
A minimum of five years of experience in conducting evaluations is required. Fluency in English or French is necessary, with proficiency in other UN official languages being an asset depending on the specific recruiting entity.
