Consultant: Identification and Referral of Trafficking Victims in Migration Flows
Organizational Context
The International Organization for Migration (IOM), a UN agency since 1951, promotes humane and orderly migration. IOM Belarus launched a project in 2026 to strengthen national capacity in identifying and referring victims of human trafficking within migration flows, including foreign nationals. This consultancy role supports the development of Standard Operating Procedures (SOPs) and interagency algorithms for this critical initiative.
Job Purpose
This consultancy aims to strengthen the response to human trafficking in Belarus by enhancing the identification, referral, and protection of victims within migration flows. The role involves conducting a comprehensive desk review of existing frameworks and practices, identifying gaps, and providing expert support to Multidisciplinary Working Groups. The ultimate goal is to develop, endorse, and disseminate interagency Standard Operating Procedures (SOPs) or an interaction algorithm. This will improve institutional capacity among key stakeholders, including the Ministry of Internal Affairs, State Border Committee, Ministry of Labor and Social Protection, and Ministry of Foreign Affairs, ensuring a more effective and coordinated national system for victim identification and referral.
Responsibilities
Conduct a comprehensive desk review and mapping of existing national legislative, operational frameworks, and current practices in Belarus concerning the identification of trafficking victims within migration flows. Assess the effectiveness of current identification and referral mechanisms, identify key gaps and needs, and provide recommendations for system strengthening. Provide expert support to six regional Multidisciplinary Working Group meetings, analyzing inputs and consolidating them into a report to inform SOP development. Develop draft Standard Operating Procedures (SOPs) or an interagency algorithm based on the desk review findings, stakeholder consultations, and international best practices. Submit draft SOPs/algorithm for review and approval, systematically incorporating feedback into revised drafts. Prepare and submit the final version of the SOPs/algorithm for endorsement and formally hand over the approved documents to IOM Belarus and relevant stakeholders for implementation and dissemination.
Work Experience
Requires at least 7 years of professional experience in migration or counter-trafficking, including practical interagency coordination. Proven experience in research and developing evidence-based policies, regulatory documents, or methodological guidelines is essential. Experience in developing SOPs, training materials, and conducting advocacy or capacity-building initiatives is also necessary.
Skills
Mandatory knowledge of the national context regarding migration and counter-trafficking in Belarus, including relevant legislation. Ability to work effectively with diverse stakeholders, including government bodies and civil society organizations.
