Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading intergovernmental organization dedicated to promoting safe, orderly, and humane migration. The IOM Colombia's Emergency and Stabilization program addresses humanitarian crises and supports local and national development by working with communities and governments. This role contributes to strengthening national efforts on environmental and climate-induced displacement.

Job Purpose

This consultancy aims to strengthen the National Government's Inter-Institutional Roundtable on environmental and climate-induced displacement, focusing on community and ecosystem protection. The role will support the development of Law 2577 of 2026, which recognizes internal displacement due to climate change, environmental degradation, and disasters. The consultant will conduct research and community engagement related to mangrove ecosystems, their role in reducing displacement risk, and their function as adaptation alternatives in flood-prone areas. This will be done in close collaboration with key government entities such as the Ombudsman's Office, the Ministry of Environment and Sustainable Development, the National Planning Department (DNP), and the National Unit for Disaster Risk Management (UNGRD).

Responsibilities

The consultant will deliver eleven key products between November 2026 and September 2027. These include progress reports on community consultations, documents on community adaptation and mitigation experiences emphasizing women's leadership and ecosystem roles, and the design and selection of pilot projects involving mangrove ecosystems and local community organizations. The consultant will also conduct technical and social research on mangrove ecosystems' role in coastal protection and flood resilience, advance pilot project implementation, and finalize reports and systematization of experiences. The role involves presenting findings to national and local government entities, cooperation agencies, civil society organizations, and donors to generate recommendations for enhancing ecosystem roles in climate change adaptation and risk reduction. Performance will be evaluated based on the number of research studies, supported grants, and finalized documents. Travel to project implementation municipalities is required.

Work Experience

A minimum of 4 years of direct experience with mangrove ecosystems, including diagnosis, ecological restoration, biodiversity monitoring, or participatory management, is essential. Experience in institutional relations with government authorities, national/international institutions, UN agencies, NGOs, and civil society is required. Experience in projects with local communities, government entities, or international cooperation in coastal conservation or climate change adaptation contexts is also necessary. Experience working with communities and grassroots organizations, and with databases and information collection tools, is expected. Prior experience with international humanitarian organizations or multicultural environments is advantageous.

Skills

Expertise in mangrove ecosystem interventions (diagnosis, restoration, monitoring, management). Strong institutional relationship building with government and international bodies. Proven experience in community-based projects and climate change adaptation. Proficiency in data management and reporting. Excellent communication and collaboration skills.
