Organizational Context

The International Organization for Migration (IOM), a UN partner agency, is implementing a project in Venezuela to strengthen community resilience and prevent human trafficking. This project, supported by the Netherlands, focuses on identifying risks and reducing vulnerabilities for migrants, returnees, and host communities in Falcón, Sucre, and Zulia states. The role is based in Falcón, Venezuela, with potential travel, and supports the project's technical implementation and quality assurance.

Job Purpose

This consultancy role serves as a territorial focal point for the IOM's Protection Unit, specifically within the "Strengthening Community Resilience and Prevention of Human Trafficking in Venezuela" project. The primary purpose is to provide technical support, coordination, and quality assurance for protection activities implemented by partners in the assigned state, focusing on the prevention and response to human trafficking. The consultant will ensure activities align with IOM standards, facilitate identification and referral of vulnerable individuals, strengthen referral pathways, and contribute to community-based prevention efforts. This position is crucial for linking territorial implementation with IOM's technical and management teams, ensuring effective project delivery and protection for affected populations.

Responsibilities

The consultant will act as a territorial focal point, coordinating protection activities and ensuring alignment with IOM standards. This includes providing technical support and monitoring the implementation of activities by partners, verifying their adherence to project goals and protection principles. Key duties involve supporting community-based prevention of human trafficking, assisting in the identification, referral, and assistance of individuals at risk or affected by trafficking, and ensuring a survivor-centered approach. The role also entails strengthening and updating referral pathways by mapping available services and identifying response gaps. Additionally, the consultant will monitor territorial risks related to human trafficking, support safe spaces and protection services, and contribute to the rehabilitation of spaces from a protection perspective. They will also provide cross-cutting protection support for livelihood activities, foster institutional strengthening and coordination with authorities, engage with the private sector, and collaborate with Information Management and M&E teams. Ensuring the integration of protection, PSEA, AAP, and inclusion principles, representing IOM in coordination meetings, and generating regular reports on progress, risks, and lessons learned are also core responsibilities.

Work Experience

A minimum of three years of relevant professional experience in protection programs, human mobility, humanitarian action, or related fields is required. Demonstrated experience in preventing or responding to human trafficking, including risk identification and referral mechanisms, is essential. Experience in technical follow-up or monitoring of partner-implemented activities, working with vulnerable communities, and coordinating with local authorities and service providers is also necessary. Experience in specific Venezuelan states like Falcón, Zulia, or Sucre is a significant advantage.

Skills

Strong analytical skills for context and protection risks. Ability to identify human trafficking risk indicators. Capacity for technical support and feedback to implementing partners. Excellent coordination and relationship-building skills with authorities and community actors. Field monitoring and practical recommendation capabilities. Proficient report writing. Ability to handle sensitive information confidentially. Capacity to manage multiple work streams. Proficiency in differential approaches (gender, age, disability, diversity). Ability to work autonomously while maintaining coordination.
