Organizational Context

The International Organization for Migration (IOM) in Peru supports the Peruvian state in promoting safe, orderly, and regular migration with protection for vulnerable populations. The Tumbes region, a strategic border area with Ecuador, faces challenges related to human mobility, including exploitation, human trafficking, and gender-based violence (GBV). IOM aims to strengthen community-based organizations' responses to these issues, focusing on migrants and vulnerable individuals.

Job Purpose

This consultancy aims to provide technical assistance and specialized support to community-based organizations (CBOs) in Tumbes, Peru. The primary goal is to enhance their engagement with protection authorities to establish a comprehensive community response to human trafficking and gender-based violence. The consultant will support the "Women's Economic and Social Empowerment Program in Tumbes, Peru," focusing on protection, GBV prevention, and anti-trafficking efforts.

Responsibilities

The consultant will strengthen the articulation between CBOs and the Public Ministry to facilitate the timely identification and reporting of human trafficking and gender-based violence cases. They will develop community information and awareness activities for migrants and host communities on prevention, risk identification, and reporting mechanisms. The role involves contributing to community referral mechanisms, linking CBOs with competent public services to ensure access to protection, assistance, and justice, while avoiding duplication and revictimization. The consultant will systematize articulation efforts, identified cases, and referrals to inform protection gaps and strengthen responses.
