National Consultant for Assessment of Reintegration Mechanisms for Returning Labour Migrants and Support to National Reintegration Policy Advocacy
Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. This role contributes to the "Central Asia Safe Migration" project in Uzbekistan, funded by UK International Development. The project aims to enhance safe, orderly, and regular labour migration, particularly under the UK Seasonal Worker Scheme, by improving migrant preparedness and supporting reintegration.
Job Purpose
This role serves to assess and strengthen national reintegration mechanisms for returning labour migrants in Uzbekistan, with a specific focus on UK Seasonal Worker Scheme returnees. The purpose is to review existing national and international reintegration approaches, draw lessons from IOM's grant support, and inform evidence-based policy dialogue. The ultimate goal is to support the development and institutionalization of coordinated, sustainable national reintegration strategies that address the economic, social, and psychosocial dimensions of return, ensuring a dignified and effective transition for migrants back into their home country.
Responsibilities
The consultant will develop a detailed methodology and workplan for the assessment, including an analytical framework based on IOM’s Integrated Approach to Reintegration. This involves reviewing national legislation, policies, and programmes related to labour migration and reintegration, as well as relevant studies and IOM programme documents. Remote qualitative interviews will be conducted with previous IOM grantees to understand their reintegration experiences and access to services. The consultant will map and analyse existing national reintegration mechanisms, compare them with international best practices, and identify strengths, gaps, and coordination opportunities. Lessons learned from IOM’s reintegration grants will be analysed to inform potential linkages with national services. Practical recommendations for strengthening and institutionalizing a coordinated national reintegration mechanism will be developed, including options for institutional setup, inter-agency coordination, and financing. The consultant will prepare draft and final assessment reports and presentation materials, and present findings at a roundtable discussion with national government officials.
Work Experience
A minimum of 5 years of relevant professional experience in policy research, institutional analysis, or assessment of return and reintegration, labour migration, or social protection systems is necessary.
