Organizational Context

IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. IOM South Sudan implements diverse programs in humanitarian response, resilience, peacebuilding, and development. Within its community resilience portfolio, it focuses on strengthening resilience to climate-related shocks and disaster risk, including flood resilience through the World Bank-financed Regional Climate Resilience Program (RCRP). This role supports DRM and flood resilience activities under RCRP and the broader community resilience portfolio.

Job Purpose

The Project Officer (Disaster Risk Management - DRM) will support the implementation of DRM and flood resilience activities within IOM South Sudan's community resilience portfolio, particularly under the Regional Climate Resilience Program (RCRP). Reporting to the Project Manager (Community Resilience), the role involves providing technical support for flood risk assessments, hydrological and hydraulic studies, infrastructure design, and the implementation of flood mitigation works. The position also entails supporting technical reviews, construction monitoring, quality assurance, and coordinating DRM governance and institutional capacity-building activities. A key aspect is integrating disaster risk reduction and climate resilience into programme planning and implementation to strengthen flood resilience and reduce the impact of flooding in targeted areas of South Sudan.

Responsibilities

Provide technical support for the planning, design, and implementation of flood risk management and climate-resilient infrastructure, including dykes, drainage systems, culverts, and embankments. Review and provide technical inputs to flood risk assessments, hydrological/hydraulic studies, feasibility studies, engineering designs, and specifications. Monitor infrastructure implementation through field visits, assessing progress, quality, and compliance, and flagging issues for corrective action. Support technical coordination with government authorities, consultants, and contractors on infrastructure design, flood risk management, and DRM. Assist in developing and implementing DRM and institutional capacity-building activities, including training and risk-informed planning. Integrate disaster risk reduction, climate adaptation, and inclusion considerations into programme planning and implementation. Monitor technical activities, prepare progress reports, and contribute to knowledge products on flood risk management and DRM.

Work Experience

Experience in planning, designing, implementing, and overseeing flood risk management and climate-resilient infrastructure. Experience reviewing engineering designs and specifications, and monitoring construction works. Familiarity with flood risk assessments, hydrological/hydraulic studies, and DRM/climate adaptation programming. Experience coordinating with stakeholders and working in humanitarian or development contexts is required. Experience in South Sudan is an advantage.

Skills

Demonstrated technical knowledge of flood risk management, climate-resilient infrastructure, and disaster risk reduction. Ability to review engineering designs and specifications. Knowledge of engineering standards and construction quality assurance. Proficiency in relevant engineering software (e.g., AutoCAD, GIS); hydrological/hydraulic modelling software knowledge is an advantage. Strong analytical, technical writing, reporting, and communication skills. Proficiency in standard office software.
