Project Evaluation Consultant
Organizational Context
The International Organization for Migration (IOM), a UN agency since 1951, promotes humane and orderly migration. In Vanuatu, a nation highly vulnerable to climate change impacts and natural disasters like cyclones and volcanic eruptions, IOM is implementing the Sef Ples Blong Yumi Phase 2 project. This initiative, funded by DFAT Australia, aims to bolster disaster preparedness and evacuation management.
Job Purpose
This consultancy focuses on the final evaluation of the Sef Ples Blong Yumi Phase 2 project in Vanuatu. The project's objective is to enhance the protection and resilience of populations at risk of displacement by strengthening the Government of Vanuatu's disaster preparedness and evacuation procedures. The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, impact, and sustainability. It will examine the enhanced capacity of government, faith-based groups, and communities in coordinating, developing, and maintaining safe evacuation accommodations, as well as the improved information management and coordination at national and provincial levels. The evaluation will also review the updated National Evacuation Centre Management Guidelines and the roll-out of associated training materials.
Responsibilities
The consultant will conduct a comprehensive final evaluation of the Sef Ples Blong Yumi Phase 2 project. Key tasks include developing and implementing an evaluation methodology, analyzing project findings related to relevance, coherence, effectiveness, efficiency, impact, and sustainability, and identifying lessons learned and good practices. The consultant will produce a detailed Final Evaluation Report, including an executive summary, introduction, findings, discussions, conclusions, and recommendations. Additionally, the consultant will provide input to project direction, maintain regular communication with project management, attend project meetings, and meet with IOM and government representatives as required. Performance will be assessed against the tangible and measurable deliverables outlined in the Terms of Reference.
Work Experience
Minimum of 4 years of experience in research, policy development, analysis, monitoring, and evaluation, preferably in climate change, disaster risk reduction, or emergency response. Demonstrated experience in similar evaluation assignments for humanitarian preparedness, disaster resilience, or evacuation management projects is essential. Experience coordinating with government actors, community networks, and other stakeholders is required. Familiarity with Vanuatu's context regarding displacement, emergency response, and climate change, as well as experience in the Pacific region, are advantageous.
Skills
Strong communication and coordination skills. Proficiency in MS Word and basic MS Excel for reporting. Excellent facilitation, mentoring, and stakeholder coordination abilities. Fluency in Bislama and English is required; knowledge of French is an advantage.
