Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It operates globally, saving lives, protecting migrants, and facilitating pathways for regular migration. This role supports IOM's mission by contributing to emergency operations within Chad, working under the supervision of the Chief of Mission and Programmes Coordinator.

Job Purpose

The Emergency Officer (Humanitarian Response and Recovery - HRR) plays a crucial role in supporting the implementation and management of IOM's emergency operations in Chad. This position is vital for ensuring the effective delivery of humanitarian assistance, particularly in areas of Humanitarian Response and Recovery, Water, Sanitation and Hygiene (WASH), and Shelter and Settlements (S&S). The role contributes to IOM's mandate of saving lives and protecting people on the move by coordinating program implementation, ensuring compliance with donor requirements and international standards, and actively participating in resource mobilization efforts to expand the organization's reach and impact in crisis-affected regions.

Responsibilities

The Emergency Officer is responsible for contributing to the development and implementation of HRR, WASH, S&S, and Rapid Response programs in Chad, ensuring integration across emergency, transition, and recovery phases. This includes coordinating program execution according to project specifications and donor requirements, and actively participating in resource mobilization by identifying new funding opportunities and strategic partnerships. The role involves verifying technical specifications for program activities, monitoring budgets and expenditures, and supervising team members to ensure quality and compliance. Coordination with internal IOM units and external stakeholders, including cluster groups and government authorities, is essential to avoid duplication and ensure alignment with humanitarian community efforts. The officer will also manage communication, prepare reports, support monitoring and evaluation frameworks, and facilitate the integration of cross-cutting issues such as HLP, DRR, GBV, PSEA, AAP, and environmental considerations into programming.

Work Experience

Required experience includes designing and managing diverse S&S projects in emergency contexts, coordinating with partners and government counterparts, and implementing shelter strategies for various settings. Experience in technical shelter/housing design, including BoQ development, tendering, and construction monitoring, is essential. Familiarity with FIDIC contract management, construction management of permanent structures, and participatory approaches is also necessary. Experience in planning distributions, IOM procedures, WASH/environment/HLP/protection standards, common pipelines, and humanitarian coordination is required.

Skills

Proficiency in word processors, spreadsheets, databases, and relevant engineering software (ETABS, Civil 3D, AutoCAD, ArchiCAD). Strong project formulation, planning, supervision, and management skills. Demonstrated skills in environmental planning and coordination in humanitarian settings. Ability to work effectively with donors, local authorities, stakeholders, beneficiaries, and the broader community.
