Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. In northern Chad, IOM interventions address complex social, economic, and security dynamics, where vulnerable populations have limited access to training, employment, and sustainable livelihoods. This consultancy contributes to the Programmes department, under the supervision of the Project Manager/Head of Sub-Office in Faya.
Job Purpose
This consultancy aims to strengthen resilience, improve employability, support self-employment, and foster inclusive socio-economic integration in the BEET region of Chad. The role will focus on professional and technical training as a strategic lever to address challenges such as geographic isolation, limited specialized services, local labor market constraints, and community tensions. By developing and implementing relevant training curricula and socio-economic integration support, the consultancy will contribute to sustainable livelihoods for young people, vulnerable individuals, displaced persons, returnees, and host communities, thereby enhancing their capacity to benefit from migration and improving overall community well-being.
Responsibilities
Key responsibilities include developing and adapting training curricula, pedagogical tools, and competency frameworks in coordination with relevant ministries. Conducting rapid, participatory needs assessments to identify skill gaps, viable economic sectors, and local opportunities is crucial. The role involves mapping available training centers, artisans, service providers, and economic actors. Defining transparent selection criteria for beneficiaries, prioritizing inclusion of women, youth, and vulnerable groups, is essential. Planning, organizing, and monitoring training sessions, ensuring pedagogical quality and operational adaptability, will be undertaken. Designing and supporting socio-economic integration mechanisms, such as starter kits, self-employment support, and business linkages, is a core duty. Monitoring training and integration pathways, documenting progress, challenges, and lessons learned, and strengthening the capacities of project teams, local partners, and state actors are also required. Finally, producing comprehensive reports, including a kick-off report, periodic monitoring reports, and a final report with recommendations and capitalization elements, is expected.
Work Experience
A minimum of five years of experience is required in designing, implementing, monitoring, and evaluating programs related to professional training, apprenticeships, employability, or socio-economic integration, preferably in fragile or access-constrained contexts. Proven experience in skills needs assessment, identifying promising economic sectors, adapting curricula, and supporting employment or income-generating activities is essential. Knowledge of the Chadian context and experience in the BEET region are significant advantages.
Skills
Strong analytical, planning, multi-stakeholder coordination, facilitation, professional writing, and results-oriented reporting skills are necessary. Proficiency in office software and data collection/analysis tools is required. The ability to work in difficult and security-sensitive areas, coupled with a good understanding of social cohesion, resilience, inclusion, accountability, and protection approaches, is important.
