Consultant for Development and Piloting of a Methodology to Assess Return, Readmission and Reintegration Systems in North Africa
Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This consultancy is part of the Migrant Protection, Return and Reintegration Programme in North Africa (MPRR-NA), funded by the EU and several governments. The role contributes to the IOM MENA Regional Office for North Africa and Middle East, specifically within the Regional Data Hub.
Job Purpose
This consultancy aims to develop and pilot a standardized institutional methodology for assessing return, readmission, and reintegration systems in North Africa. Building on previous mapping work, the methodology will cover legal frameworks, institutional mandates, coordination, referral pathways, services, data collection, and protection practices. The consultant will be responsible for developing and piloting this methodology in one country, providing training, and consolidating the guidance and training package. This initiative is crucial for enhancing IOM's capacity to support governments and migrants effectively in managing migration processes, ensuring humane and orderly pathways, and addressing displacement challenges within the region.
Responsibilities
The consultant will develop a draft standard methodology, including assessment dimensions, research questions, evidence standards, and an analytical approach. This involves creating standardized tools and guidelines for country profiles, key informant interviews, stakeholder mapping, data analysis, quality assurance, and ethical data protection, along with a detailed workplan. Subsequently, the consultant will pilot the methodology through data collection and drafting a template country chapter, documenting lessons learned and proposing revisions. A key task includes preparing and delivering a virtual regional training package on the methodology's application, revising tools based on feedback. Finally, the consultant will provide technical guidance and quality assurance for four country profiles, support validation processes, and produce the final implementation guidance, training package, and all editable source files.
Work Experience
A minimum of 10 years of experience in migration, return, and reintegration is necessary, with prior work involving IOM or similar international organizations. Proven experience in developing guidance, conducting risk assessments, and supporting policy implementation in migration contexts is essential. Regional expertise in the MENA region and experience with comparative research are also required.
Skills
Strong analytical, communication, and stakeholder coordination skills are essential. Proficiency in English and French is required, with Arabic or Italian knowledge being an asset.
