This project aims to address public health risks, improve cross-border coordination, and enhance understanding of migrant health vulnerabilities. The role contributes to the Migration Health/MECC unit.
Job Purpose
This consultancy focuses on designing and leading a mixed-method health needs assessment for vulnerable groups and mobile populations, including migrant workers, in border communities between Uzbekistan and Tajikistan. The assessment will gather evidence on their health needs, vulnerabilities, access barriers, and health-related risks. Findings will inform interventions to strengthen health services, improve disease prevention and response, and enhance access to healthcare for migrants and host communities along the Khujand-Tashkent economic corridor.
Responsibilities
The International Consultant will develop a work plan and a mixed-method assessment methodology with data collection tools. Responsibilities include coordinating and monitoring national consultants during field implementation, ensuring data quality, and addressing technical issues. The consultant will analyze collected data, prepare a comprehensive needs assessment report with prioritized recommendations, and review a joint strategy for reducing health risks among vulnerable populations. Presentations of findings to stakeholders and consolidation of assessment methodology for potential use by other countries are also required.
Work Experience
Demonstrated experience in conducting health needs assessments or similar public health assessments is essential. Experience in communicable disease control, IHR, public health emergency preparedness, infection prevention and control, or border health is advantageous. Familiarity with WHO assessment tools, digital data collection platforms like KoboToolbox, and experience with international organizations and cross-border health contexts are also beneficial.
Skills
Proficiency in quantitative and qualitative research methods, data collection, management, and analysis. Ability to effectively coordinate with diverse stakeholders including public health authorities, border officials, international organizations, and migrant populations. Excellent writing, communication, and interpersonal skills are required.
