International Consultant on Situational Analysis of Health Workforce Migration and Related Policies
Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This consultancy contributes to a project implemented by IOM, in cooperation with the Asian Development Bank and the governments of Uzbekistan and Tajikistan. The project addresses health threats in Central Asia by analyzing health workforce migration and related policies within the Migration Health/MECC unit.
Job Purpose
The purpose of this consultancy is to generate evidence on health workforce migration and related policies in selected Central Asia Regional Economic Cooperation (CAREC) countries, specifically Uzbekistan and Tajikistan. This analysis will examine the in-migration and out-migration flows of health workers (nurses and doctors) and the mutual recognition of their skills. The findings will help identify how health workforce mobility impacts health system capacity and preparedness, particularly in border and high-mobility areas. This evidence is crucial for preventing, detecting, and responding to public health threats, contributing to improved regional health security and cooperation.
Responsibilities
The consultant will develop an inception report and work plan, and conduct a desk review of relevant literature and policies concerning health workforce migration in CAREC countries. Key tasks include identifying opportunities, challenges, and barriers related to health workforce mobility and skills recognition. The consultant will conduct online consultations and interviews with stakeholders, and develop practical recommendations for strengthening skills recognition, professional exchanges, and regional cooperation. A situational analysis report will be prepared and submitted, followed by presentations of key findings to IOM, government counterparts, and other stakeholders. Periodic progress updates and participation in coordination meetings are also required.
Work Experience
Demonstrated experience in conducting policy reviews, situational analyses, or research on health workforce migration, health labor markets, or human resources for health is essential. Experience analyzing health workforce migration trends, familiarity with regional cooperation mechanisms and labor mobility frameworks in Central Asia or the CAREC region, and experience working with international organizations and government institutions are required. Experience in cross-border health or migration contexts is an asset.
Skills
Strong analytical and report-writing skills, with proven experience in preparing high-quality health-related assessment reports and evidence-based recommendations. Demonstrated ability to effectively engage and coordinate with diverse stakeholders, including public health authorities, international organizations, and migrant populations.
