National Project Officer
Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. In Madagascar, a country highly vulnerable to climate shocks and facing critical deforestation, IOM implements a pilot program in Andasibe. This initiative focuses on clean cooking, reforestation, and rural road access, aiming to create a replicable model for sustainable livelihoods and environmental restoration.
Job Purpose
The National Project Officer is responsible for the day-to-day implementation of the "Integrated Territorial Model of Andasibe: Clean Cooking, Reforestation, and Rural Roads" project. This role supports the effective delivery of activities designed to enhance sustainable livelihoods, restore the environment, build climate resilience, and improve access to basic infrastructure within the Andasibe landscape. The position ensures the timely execution of tasks related to clean cooking solutions, reforestation, ecosystem restoration, community engagement, rural infrastructure development, and capacity building, in collaboration with various stakeholders including government counterparts, local authorities, and community-based organizations. The role operates under the supervision of the Chief of Mission and the Program Officer, contributing to IOM's mission in Madagascar.
Responsibilities
The National Project Officer will coordinate and monitor the project's operational, administrative, and financial aspects, ensuring compliance with IOM policies and donor requirements. This includes keeping the supervisor informed of implementation status, identifying gaps, and proposing improvements. The role involves participating in the development of work plans, budgets, and M&E tools, as well as coordinating data collection, verification, and analysis. Reporting responsibilities include timely preparation and dissemination of project reports. The officer will liaise with donors, partners, UN agencies, and government counterparts. A key duty is contributing to the planning and delivery of capacity-building activities for staff, partners, and communities. The position also entails attending relevant meetings and forums, assisting in proposal development, supervising project staff, and undertaking duty travel for project monitoring and liaison.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, internally displaced persons, and victims of trafficking is also necessary. Prior work experience within international humanitarian organizations or government institutions in a multicultural setting is considered an advantage.
Skills
In-depth knowledge of migration-related subject areas is essential. The role requires knowledge of UN and bilateral donor programming, financial rules and regulations, and International Public Sector Accounting Standards (IPSAS). Fluency in French, English, and Malagasy is required for this position.
