Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It operates globally, collaborating with governments and partners to save lives, protect migrants, and facilitate legal pathways. IOM fosters an inclusive workplace to maximize migration's potential and support those on the move.

Job Purpose

This consultancy supports the Green Skills Corridor (GSC) and Human Capital Investment Framework (HCIF) initiative, an integrated mechanism operationalizing the Route-Based Approach (RBA). The role focuses on translating policy research and needs assessments into scalable program and investment opportunities linking countries of origin and destination, particularly in Egypt, Morocco, and Tunisia. It aims to advance safe, regular, and demand-driven labor mobility by connecting certified workers with employment in green sectors like renewable energy and climate-smart agriculture. The initiative also addresses irregular migration drivers through TVET modernization and human capital investment, seeking to mobilize blended finance for sustainable interventions.

Responsibilities

The Senior Consultant will develop strategic technical guidelines and recommendations for the GSC and HCIF, covering investment readiness, financing, partnerships, employer engagement, and implementation. They will support the implementation of these guidelines through various channels, including the Rome Process/Mattei Plan Financing Facility, the Regional Public Good, and alignment with the Mastercard Foundation and the EU Pact for the Mediterranean. Key tasks include coordinating internal and external stakeholder engagement, developing an employer engagement strategy, and ensuring the quality and compliance of all deliverables with IOM standards. The consultant will also ensure proposals and investment initiatives leverage evidence from the CCMD program, demonstrating contributions to climate resilience, sustainable livelihoods, and safe mobility.

Work Experience

Significant experience is required in labor mobility, skills development, workforce development, employment, or economic development, preferably within the MENA region. Demonstrated experience in program development, resource mobilization, proposal development, and engaging with development finance or funding partners is essential. Proven ability to engage diverse stakeholders, including governments, MDBs, IFIs, donors, UN agencies, private sector partners, employers, and investors, is also necessary.

Skills

Strong analytical, strategic planning, drafting, negotiation, stakeholder engagement, and presentation skills. Ability to manage multiple priorities and deliver under tight deadlines. Experience with UN agencies or international organizations is desirable. Excellent written and spoken English is required; Arabic and/or French is an asset.
