SOP Review and Development Consultant for the IOM Ireland MHPSS Project
Organizational Context
The International Organization for Migration (IOM) is a UN-related agency dedicated to promoting humane and orderly migration. IOM Ireland implements a Mental Health and Psychosocial Support (MHPSS) Project for International Protection Applicants. This consultancy role sits within the MHPSS Unit of IOM Ireland, focusing on enhancing the project's operational consistency and service quality through standardized documentation.
Job Purpose
This consultancy aims to develop a comprehensive, standardized, and implementation-ready package of Standard Operating Procedures (SOPs) for the IOM Ireland MHPSS Project. The consultant will systematically review existing documentation, identify gaps and inconsistencies, and harmonize terminology and processes. The objective is to ensure safe, ethical, consistent, and accountable service delivery for International Protection Applicants across all centers. The SOP package will align with IOM's standards, policies, and principles, including safeguarding, PSEA, protection, accountability to affected populations, data protection, and confidentiality, thereby strengthening the project's operational framework and service quality.
Responsibilities
The consultant will review and revise existing SOPs, guidelines, and tools for the IOM Ireland MHPSS Project, ensuring they define minimum procedures for safe and ethical service delivery. This involves facilitating consultations with the SOP Working Group and MHPSS focal points to gather operational insights. The role includes mapping and strengthening referral pathways with internal and external service providers, ensuring procedures are practical and client-centered. SOPs will clearly define staff responsibilities, including needs identification, safeguarding, consent, confidentiality, data protection, and case management. The consultant will coordinate with internal and external stakeholders to ensure alignment with IOM policies and Irish operational contexts. Draft SOPs will be validated through consultations and testing. The final output will be a complete SOP package, including workflows and templates, accompanied by implementation recommendations and a roll-out plan. Additionally, the consultant will develop and deliver training sessions on the finalized SOPs and provide post-training guidance for operationalization and continuous improvement.
Work Experience
Required experience includes developing, reviewing, or implementing SOPs, operational manuals, or quality-assurance frameworks, and translating complex processes into clear procedures. Experience in MHPSS, protection, safeguarding, migration, or humanitarian programming is essential. Familiarity with confidentiality, consent, referral management, and risk management principles is necessary. Experience with multidisciplinary teams and international organizations is desirable.
Skills
Excellent analytical, drafting, editing, and technical writing skills in English. Strong knowledge of SOP development methods, process mapping, and document control. Ability to structure complex information clearly. Strong consultation, facilitation, and stakeholder management skills. Excellent attention to detail and quality assurance. Proficient in Microsoft Word (styles, TOC, tracked changes, cross-referencing, version control). Ability to work independently and coordinate effectively.
