Program Support and Reporting Consultant
Organizational Context
IOM, a UN-related organization established in 1951, promotes humane and orderly migration globally. The Somalia Mission's Emergency and Post-Crisis pillar implements CCCM activities. This role provides short-term surge capacity for reporting, communications, and MEAL to ensure program continuity and support El Niño preparedness and response, addressing reduced staffing and increased workload.
Job Purpose
This consultancy aims to provide essential short-term surge capacity within IOM's Somalia Mission, specifically supporting the Camp Coordination and Camp Management (CCCM) and WASH activities under the Emergency and Post-Crisis (EPC) pillar. The role is critical for ensuring the timely monitoring, reporting, communications, and MEAL functions, which are vital for effective program delivery and accountability. By addressing a temporary capacity gap caused by funding reductions and staff turnover, and anticipating increased workload due to El Niño preparedness and response, this position will maintain core program functions and facilitate the timely execution of priority activities. The consultant will work under the supervision of the CCCM Programme Manager, ensuring continuity and supporting the mission's objectives in assisting vulnerable populations.
Responsibilities
The consultant will provide regular analytical updates on the El Niño CCCM response, including displacement trends and emerging risks. Key duties involve drafting and consolidating post-flooding needs assessments, synthesizing findings for recovery planning, and preparing briefing notes and situation updates for stakeholders. Responsibilities also include updating CCCM monitoring and MEAL products, maintaining programme planning and performance trackers, and supporting programme development and funding processes, particularly for El Niño preparedness. The role includes providing temporary coverage for the CCCM Information Management function, reviewing and updating the CCCM organogram, and documenting lessons learned. Additional support may be provided for operational tasks related to community engagement, inclusion, and durable solutions.
Work Experience
Required experience includes working with CCCM programs in IDP, refugee, or migration settings. Candidates should have experience in proposal development, project design, and donor reporting. Experience in monitoring and evaluation, including methodology development, data collection, and analysis, is essential. Experience in communication and developing information products is considered an asset.
Skills
Essential skills include a strong understanding of CCCM, the humanitarian system, and UN/IOM mandates. Proficiency in developing reports, briefings, and visual content is required, along with strong skills in M&E methodology, data collection, and analysis. Candidates must be proficient in Microsoft Office and data collection tools (e.g., Kobo Collect, ODK). Experience with design software (e.g., Adobe InDesign) is an asset. Strong problem-solving, deadline management, and communication abilities are crucial, as is the ability to build effective working relationships.
