Organizational Context

The International Organization for Migration (IOM) in Djibouti is recruiting a National Consultant to conduct a feasibility study and design a smart digital platform for trade facilitation along the Djibouti-Ethiopia corridor. This initiative aims to enhance economic integration and streamline cross-border operations, addressing current limitations in digital infrastructure and inter-agency coordination.

Job Purpose

The purpose of this consultancy is to produce a comprehensive feasibility study, functional and technical design, and a budgeted roadmap for a standard border post and an interoperable digital platform on the Djibouti-Ethiopia corridor. This "Smart Trade Border Platform" aims to modernize digital infrastructure, improve institutional capacity, and facilitate trade and movement along the corridor. The role involves analyzing legal frameworks, mapping stakeholders, assessing existing systems, defining solution requirements, and proposing a realistic deployment approach to enhance cross-border fluidity, security, and efficiency, aligning with the African Continental Free Trade Area (AfCFTA) objectives.

Responsibilities

The consultant will conduct a mission scoping, document review, and develop data collection tools. Key activities include mapping public and private stakeholders, analyzing coordination and governance mechanisms, evaluating border processes, operational flows, and existing infrastructure. The consultant will consult with corridor users to identify needs and priorities for border services. Responsibilities also involve defining functional, technical, and governance requirements for the border infrastructure and the "Smart Trade Border" platform, developing the technical design, and creating a detailed roadmap for progressive deployment. This includes identifying priority equipment and preparing technical specifications, validating results with stakeholders, and finalizing the feasibility study and all project deliverables within a 30-working-day timeframe.

Work Experience

A minimum of 7 years of professional experience is required in areas such as migration governance, integrated border management, cross-border trade, digital transformation, or information systems. Proven experience in feasibility studies, technical assessments, system digitalization, process mapping, needs analysis, and developing functional/technical specifications is essential.

Skills

Strong analytical and operational skills, expertise in feasibility studies, technical assessments, system digitalization, process mapping, needs analysis, functional/technical specification development, data collection and analysis, multi-stakeholder consultation facilitation, technical report writing, and experience working with public administrations, international organizations, or funded projects. Excellent communication in French and English, field and team work aptitude, professional integrity, cultural sensitivity, and discretion are also required.
