The role contributes to the 'Enhancing the Capacities of Armenian Authorities in Border Security and Crime Prevention' project.
Job Purpose
This consultancy aims to support the Government of the Republic of Armenia in advancing integrated border management (IBM) reforms and strengthening interagency cooperation. The project seeks to strengthen Armenia's capacity for coordinated border management operations and effective response to border security challenges, aligning with EU IBM standards.
Responsibilities
The consultant will conduct a Training Needs and Capacity Assessment through consultations with relevant stakeholders to identify gaps and priorities for an interagency training package. This includes assessing existing IBM reforms and institutional priorities. The consultant will develop a comprehensive interagency training package, including curriculum, trainer guides, participant handbooks, presentations, practical exercises, case studies, and evaluation tools, focusing on interagency cooperation, risk analysis (CIRAM), information exchange, and joint operational planning. Additionally, practical training modules for interagency Standard Operating Procedures (SOPs) and coordinated operational procedures will be developed. A multi-agency simulation exercise will be designed and facilitated, incorporating realistic scenarios related to risk analysis, information exchange, operational coordination, crisis management, irregular migration, document fraud, and human rights. The consultant will deliver a 4-5 day interagency training program and the simulation exercise, followed by an after-action review. Finally, a comprehensive report will be prepared, detailing assessment findings, training results, capacity development priorities, simulation outcomes, and recommendations for strengthening interagency cooperation and IBM implementation.
