Organizational Context

The International Organization for Migration (IOM) is the leading UN agency dedicated to promoting humane and orderly migration. This consultancy is part of the "Resilient Futures – Addressing Climate Mobility in Southeast Asia" project, supported by the EU. The role contributes to the Data, Research and Climate Mobility Unit, focusing on Thailand's vulnerability to climate change impacts and the resulting complex human mobility patterns.

Job Purpose

The purpose of this consultancy is to develop a practical, training-oriented "Climate Change and Human Mobility Training Manual" specifically for Thailand. This manual, along with accompanying materials like a facilitator guide and presentation slides, aims to bridge the gap in accessible learning resources on this critical nexus. It will consolidate fragmented evidence, concepts, methodologies, policy perspectives, case studies, and applied tools to support decision-making and capacity development among policymakers, practitioners, researchers, civil society, and other stakeholders. The ultimate goal is to enhance knowledge transfer, strengthen institutional capacity, and facilitate informed decision-making on climate-related human mobility within Thailand.

Responsibilities

The consultant will be responsible for designing the training manual and learning framework, defining its structure, pedagogical approach, and learning objectives. This includes organizing content into logical modules, integrating Thailand-specific and regional case studies, and ensuring gender-responsive and rights-based perspectives. The role involves developing technical and training content, translating complex research and policy materials into accessible language, and explaining key concepts related to climate mobility. Additionally, the consultant will create practical learning tools, exercises, and supporting materials such as a facilitator guide and PowerPoint presentations. A key responsibility is the validation and finalization of the training package, incorporating feedback from stakeholders and IOM to produce a publication-ready resource.

Work Experience

Requires a minimum of five years of demonstrated experience in developing training manuals, curricula, or similar learning products. Proven expertise in translating technical and policy materials into accessible training content for diverse audiences is essential. Experience in climate change, human mobility, disaster risk reduction, or development policy is necessary. Prior experience working with government agencies and stakeholders in Thailand or Southeast Asia is preferred.

Skills

Key skills include excellent analytical and reporting abilities, effective work in sensitive environments with diplomacy and neutrality, strong presentation and representation skills, and the capacity for independent work. A solid understanding of climate-related human mobility data is crucial. The role requires gender and cultural sensitivity, the ability to work with diverse colleagues, and demonstrated ability to meet deadlines under pressure. Fluency in English is required; knowledge of Thai is an asset.
