Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with governments and partners to save lives, protect migrants, resolve displacement, and facilitate legal migration pathways. This role contributes to the Department of Mobility Pathways and Inclusion, specifically within the Border Management, Returns and Readmission Division.

Job Purpose

This consultancy aims to consolidate and harmonize existing guidance on return, readmission, and reintegration (RRR) into a single, integrated document. The primary audience will be government practitioners and authorities responsible for managing RRR processes. The guidance will clarify rights-based RRR standards and frameworks, offering practical operational recommendations to help establish or enhance RRR systems, including inter-State cooperation. The consultant will ensure the final document is user-friendly and effectively supports migration governance.

Responsibilities

The consultant will produce a comprehensive guidance document on Return, Readmission, and Reintegration (RRR) by consolidating and harmonizing existing draft materials. Key tasks include identifying overlaps and complementarities between documents, proposing an optimal structure for user experience, consulting relevant teams and partners, and integrating concepts into a coherent narrative. The consultant must ensure the final document targets government practitioners and relevant stakeholders, and prepare dissemination materials. Deliverables include an inception report with a proposed structure, first and revised drafts of the consolidated guidance, and the final guidance document, all submitted according to an agreed schedule.

Work Experience

Experience in developing guidance, providing policy and technical support to governments is essential. Previous experience with international organizations, NGOs, or government entities involved in migration and protection assistance is desirable.

Skills

Excellent communication skills, including the ability to present findings clearly and concisely. Knowledge of return migration, readmission, reintegration, and protection principles.
