Consultancy for A study focusing on local governance structure for advocacy with policy makers
Organizational Context
IOM, a UN-related organization, is the leading agency in migration. This consultancy, situated within the Migration Policy and Sustainable Development unit, supports the EU-funded 'Strengthened Service Delivery Systems' project. The role focuses on analyzing local governance structures in migration management, addressing gaps in translating local evidence into national policy advocacy. It contributes to strengthening evidence-based policy influence with national and sectoral policymakers.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive study analyzing the intricate role of local governance structures in migration management and to identify practical, actionable pathways to enhance evidence-based advocacy with national and sectoral policymakers. International experience highlights that migration governance is deeply local, with local authorities often at the forefront of responding to migration impacts. However, a significant gap exists in effectively translating evidence generated at the local level into sustained national policy influence. This assignment directly addresses this by examining how local governance structures currently engage in migration governance across key policy areas such as integration, reintegration, labor migration, diaspora engagement, and social cohesion. It will assess existing institutional arrangements, coordination mechanisms, and how data and research are utilized at the local level. The role's contribution is to propose concrete, context-appropriate strategies to strengthen evidence-based advocacy by local actors, ultimately improving migration management and sustainable reintegration efforts under the EU-funded project.
Responsibilities
The consultant will undertake a comprehensive study focusing on local governance structures for advocacy with policymakers. Key responsibilities include: Developing and submitting an inception report within two weeks, outlining the detailed methodology, tools, and work plan for the study. Conducting in-depth analysis of how local governance structures (municipalities, districts, regions, decentralized agencies) engage in migration governance across key policy areas such as integration, reintegration, labor migration, diaspora engagement, and social cohesion. Examining institutional arrangements, coordination mechanisms, and decentralization contexts that influence local migration governance and its interaction with national policymaking. Assessing the generation and utilization of data, research, monitoring, and participatory mechanisms at the local level to inform policies and programs. Identifying critical gaps, constraints, and missed opportunities in translating local-level evidence and practice into effective advocacy with policymakers. Proposing concrete, context-appropriate pathways to strengthen evidence-based advocacy by local actors towards national and sectoral decision-makers. Producing a draft study report within twelve weeks, presenting findings, analysis, and preliminary recommendations. Finalizing the study report within sixteen weeks, incorporating feedback, and developing a policy-oriented advocacy brief summarizing key findings and recommendations for policymakers.
