Organizational Context

The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. This project, funded by the Swiss Confederation, aims to strengthen migration governance in Kosovo through evidence-based programming and capacity building. The Kosovo Agency of Statistics (KAS) is conducting its first National Migration Survey, requiring expert consultancy to enhance its data systems and align with international standards.

Job Purpose

This consultancy supports the Kosovo Agency of Statistics (KAS) in conducting its inaugural National Migration Survey. The role is crucial for establishing a sustainable statistical foundation to measure and analyze international migration in Kosovo, generating reliable and comparable data on migration flows, profiles, drivers, and socio-economic impacts. The survey will enhance KAS's capacity, improve migration statistics in line with international methodologies, and provide essential evidence for policymakers, international organizations, and stakeholders to develop and monitor migration-related policies, diaspora engagement, and labour mobility initiatives.

Responsibilities

The consultant will lead the technical aspects of the National Migration Survey for KAS, coordinating closely with the agency and other experts. Key responsibilities include developing a comprehensive methodological design and preparation package, encompassing concept documents, implementation plans, budgets, methodological frameworks aligned with international standards, sampling designs, and a detailed questionnaire. Additionally, the consultant will provide technical support during survey implementation, including developing training materials, conducting interviewer training, offering ongoing methodological guidance, monitoring data quality, and supporting stakeholder consultations. Finally, the role involves quality assurance, ensuring harmonization with international standards, and preparing a final consultancy report detailing activities, challenges, recommendations, and lessons learned, along with a handover package of technical materials.

Work Experience

Experience in population censuses, large-scale surveys, or similar statistical activities is an asset. Experience in migration, migration statistics, data collection/analysis, and familiarity with international standards (Eurostat, UN) are advantageous. Providing methodological guidance and technical assistance to public institutions or international organizations is also beneficial.

Skills

Strong analytical, methodological, and report-writing skills. Excellent organizational and time-management abilities. Commitment, flexibility, efficiency, results orientation, respect for diversity, and creative thinking. Ability to work independently and collaboratively. Proficiency in Microsoft Office and online collaboration tools. Fluency in Albanian and English is required.
