Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This role supports the Mission's surge staffing needs during emergencies and humanitarian response operations. Candidates selected for engagement will be expected to be locally available and prepared for prompt onboarding and deployment.

Job Purpose

This Call for Applications aims to establish a roster of qualified candidates to support the Mission's surge staffing requirements during disasters, emergencies, and humanitarian response operations. While there is no confirmed start date or immediate deployment, selected roster members will be mobilized based on operational needs, the scale of responses, and funding availability. Successful candidates will be expected to maintain availability for future assignments and be prepared to complete onboarding and administrative requirements promptly upon selection for engagement.

Responsibilities

Assist in planning, coordinating, and implementing emergency response activities, ensuring timely delivery of humanitarian aid. Compile and analyze data on disaster impacts and humanitarian needs to support decision-making. Monitor project budgets and resource utilization, identifying funding gaps. Serve as a focal point for administrative and operational coordination, liaising with internal and external stakeholders. Prepare situation reports, implementation updates, and other operational documentation. Organize and support coordination meetings, simulations, and training activities. Respond to information requests and maintain accurate project records. Participate in inter-agency coordination mechanisms and monitor partner implementation. Contribute to the development of Standard Operating Procedures and contingency plans. Provide guidance and potentially supervise other staff as assigned.

Work Experience

Experience liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and internally displaced persons. Prior experience with international humanitarian organizations or in a multi-cultural setting is advantageous.

Skills

Knowledge of emergency preparedness, disaster response, and humanitarian operations in the Philippines. Understanding of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and humanitarian principles. Excellent analytical, organizational, and problem-solving skills. Strong written and verbal communication skills, including reporting. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Teams).
