Senior Project Associate (Health)
Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. This role supports the Mission's surge staffing needs during emergencies and humanitarian response operations in the Philippines. Roster members are candidates for future assignments, dependent on operational requirements and funding.
Job Purpose
This Call for Applications aims to establish a roster of qualified candidates for potential deployment to support IOM's surge staffing requirements during disasters, emergencies, and humanitarian response operations in the Philippines. While there is no confirmed start date or immediate deployment, selected candidates will be mobilized based on operational needs, the scale of responses, and funding availability. Applicants must be locally available and prepared for prompt onboarding. The role contributes to IOM's mission of saving lives, protecting people on the move, and facilitating pathways for regular migration by providing essential support during critical situations.
Responsibilities
Lead and coordinate emergency health response projects, ensuring adherence to work plans, technical standards, and donor requirements. Monitor project progress, identify challenges, and implement adaptive measures. Research and analyze public health emergencies, disease outbreaks, and disaster impacts to inform planning and decision-making. Oversee project budget utilization and ensure efficient resource management. Coordinate financial, administrative, operational, and technical aspects of projects in line with IOM policies and humanitarian standards. Plan and facilitate capacity-building activities for stakeholders on emergency health response. Represent the project in coordination meetings and foster collaboration with government bodies, UN agencies, and other partners. Prepare high-quality reports on project progress, achievements, and financial status. Document best practices and lessons learned to enhance future programming. Supervise and mentor project staff, fostering professional development and effective implementation.
Work Experience
Experience liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and internally displaced persons. Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is advantageous.
Skills
Knowledge of emergency preparedness, disaster response, and humanitarian operations in the Philippines. Strong understanding of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and humanitarian principles. Excellent analytical, organizational, and problem-solving skills. Strong written and verbal communication, including technical and donor reporting. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Teams).
