Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. IOM Tunisia seeks a consultant for its Governance and Data Unit, contributing to the Climate Change and Migration Data Program. The role supports data analysis, research, and reporting on migration.
Job Purpose
This consultancy aims to provide technical expertise in migration data analysis, research support, and reporting for IOM Tunisia's Climate Change and Migration Data Program. The consultant will be instrumental in gathering qualitative data, developing data visualization tools, and drafting a comprehensive final report. This work will contribute to understanding migration patterns and informing evidence-based recommendations. The consultant will operate under the direct supervision of the Programme Officer (Data and Research) within the Governance and Data Unit, collaborating with relevant IOM units to ensure the project's objectives are met effectively and contribute to IOM's broader mission.
Responsibilities
The consultant will undertake several key tasks. The first deliverable involves qualitative data collection through focus group discussions and key informant interviews with migrants and consular authorities, including questionnaire preparation and organizing at least four FGDs and 24 KIIs. The second deliverable focuses on drafting the report, incorporating data visualization tools, analyzing field data, and translating findings into clear recommendations for the Missing Migrants Project. The third deliverable includes conducting a workshop with consular authorities to present preliminary findings, gather feedback, and identify needs, followed by drafting a workshop report and integrating its outcomes into the main report.
Work Experience
Requires at least six years of proven experience in qualitative research and data collection with migrants and vulnerable populations, preferably in fragile or cross-border contexts. Demonstrated experience with missing migrants, Restoring Family Links (RFL) programs, or migrant protection, including engagement with consular authorities, is essential. Strong knowledge of migrant protection issues and risks is also necessary.
Skills
Proficiency in designing and conducting qualitative data collection tools (interview guides, FGD protocols, KIIs) with vulnerable groups, ensuring protection-sensitive approaches. Experience in legislative and administrative desk reviews related to migration and protection frameworks. Ability to facilitate workshops and validation sessions with government/consular counterparts. Strong organizational and time management skills, with the ability to work independently.
