Organizational Context
IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. It saves lives, protects migrants, and facilitates pathways for regular migration. The Chief of Mission (CoM) oversees IOM's activities in a country, providing policy, administrative, programme, and financial support. The CoM also collaborates with the Resident Coordinator on UN Sustainable Development Cooperation Framework objectives.
Job Purpose
The Chief of Mission (CoM) is responsible and accountable for all IOM activities within a country, reporting to the Director General and Regional Director. This role involves overseeing and providing comprehensive policy, administrative, programme, and financial support to the Country Office. The CoM plays a crucial part in aligning IOM's contributions with UN Sustainable Development Cooperation Framework objectives and the UN development system's collective results towards the 2030 Agenda. The position requires strategic leadership in developing and implementing IOM's mandate and strategy, ensuring operational excellence, and fostering strong partnerships with governmental and non-governmental stakeholders to advance humane and orderly migration.
Responsibilities
Key responsibilities include leading strategic country programme development and planning, including resource mobilization through diverse partnerships. The CoM ensures programme effectiveness aligns with IOM's vision and UN frameworks, advising on migration trends and policies. Oversight of ongoing operational programmes and development of new initiatives are critical. The role involves active participation in UN inter-agency engagement, contributing to the UN Country Team and humanitarian planning where applicable. Resource management encompasses directing operational, human resources, administrative, budgetary, and financial activities of the Country Office. The CoM also facilitates knowledge management, promotes IOM's image through representation and strategic partnerships, and ensures safety and security management, including leading the PSEA/SH Strategy.
Work Experience
Required experience includes general management, project and resource management, diplomacy, fundraising, public relations, and liaising with governmental and international institutions. Experience in managing a range of migration programming, encompassing both emergency and development contexts, is also essential.
Skills
Excellent communication (oral and written), liaison, and negotiation skills. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming and M&E procedures. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
