Hourly Legal Counselling Services
Organizational Context
IOM Kazakhstan seeks an Hourly Contract Holder to provide specialized legal support to vulnerable migrants. This role focuses on ensuring migrants can access lawful migration pathways, comply with national legislation, and exercise their rights through administrative and legal procedures. The consultant will work on a case-by-case basis, coordinating with various stakeholders to achieve timely and lawful solutions.
Job Purpose
The purpose of this role is to deliver comprehensive legal case management services to migrants in vulnerable situations within Kazakhstan. This involves reviewing individual cases, identifying legal barriers to regularization, advising on legal options, and supporting beneficiaries through administrative processes. The role contributes to ensuring migrants can access lawful migration pathways and exercise their rights. It also involves assisting with documentation, potentially representing beneficiaries in administrative proceedings, monitoring case progress, and reporting on outcomes, all while maintaining confidentiality and a protection-sensitive approach.
Responsibilities
Provide legal consultations to migrants on Kazakhstan's migration laws. Assess individual migration status and legal circumstances, advising on regularization and departure options. Prepare and process necessary documents for exit visas and other permits. Accompany and assist beneficiaries interacting with migration services, police, and Public Service Centres. Represent migrants in administrative court proceedings as agreed with IOM. Liaise with government authorities and other stakeholders to facilitate status regularization. Maintain communication with IOM on case progress and risks. Prepare concise case reports detailing assistance, actions, outcomes, and decisions. Ensure confidentiality and protection of beneficiary data.
Work Experience
Requires at least five years of professional experience in migration law within Kazakhstan, including practical experience in administrative court representation. Experience with migration service units of the Ministry of Internal Affairs and knowledge of procedures for exit visas and status regularization are necessary. Prior work with international organizations is advantageous.
