The IOM Moldova Monitoring and Evaluation (M&E) and Information Management (IM) Unit, part of the Program Support Unit, is critical for enhancing program effectiveness, accountability, and knowledge sharing across the mission. This role contributes directly to the M&E and IM Unit's objectives.

Job Purpose

The purpose of this role is to support IOM Moldova's M&E and Information Management Unit by collecting high-quality data from beneficiaries, including local communities and refugees. This data is essential for understanding program impact, assessing satisfaction, and identifying future needs or suggestions. The consultant will conduct interviews using CATI and CAPI methods, administer questionnaires accurately, collect observational data, and ensure ethical conduct throughout the data collection process. The role directly contributes to the mission's ability to effectively support people on the move by providing crucial feedback for program improvement and accountability.

Responsibilities

The consultant will attend training sessions to prepare for data collection activities. Key duties include conducting Computer-Assisted Telephone Interviewing (CATI) and Computer-Assisted Personal Interviewing (CAPI) to gather information from beneficiaries. This involves accurately administering questionnaires and collecting observational data as required by program protocols. Ensuring ethical conduct, including obtaining informed consent, is paramount. The consultant will utilize digital tools for data collection and ensure timely submission of all collected data. They will be responsible for reporting any issues encountered during data collection to their supervisors and escalating urgent cases for further referral. Travel may be required to perform these duties.

Work Experience

One year of relevant experience is required, specifically in data collection methods. Experience in building and maintaining key informant networks, using paper questionnaires, and employing digital tools (computers, mobile phones, tablets) for data collection or entry is also necessary. Familiarity with data collection software like Kobo is desirable.
