Organizational Context
IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. The Regional Counter-Smuggling Programme (RCSP) is a three-year initiative in Ethiopia, Kenya, and Somalia, aiming to strengthen border management and regional cooperation against migrant smuggling and organized crime. This role supports RCSP activities within the IOM Regional Office for EHSA in Nairobi, Kenya.
Job Purpose
The Monitoring and Evaluation Officer will support dedicated monitoring and reporting activities for the Regional Office for EHSA, specifically for the Regional Counter-Smuggling Programme (RCSP). This role is crucial for strengthening the development and implementation of the Monitoring and Evaluation (M&E) system. The incumbent will be responsible for all aspects of project M&E, including data collection, analysis, and reporting, to facilitate learning and recommend continuous improvements. The position operates under the supervision of the Senior Programme Manager (Immigration and Border Governance) and in close coordination with regional and headquarters-based M&E and IBG specialists, ensuring alignment with IOM's strategic goals and donor requirements.
Responsibilities
The Monitoring and Evaluation Officer will maintain and adjust the project M&E framework, ensuring compliance with donor and IOM requirements. Responsibilities include preparing regular project reviews, impact assessments, and evaluations, and supervising M&E support activities. The role involves ensuring proper use of IOM’s PRIMA system for monitoring and reporting, and monitoring project risks. Collaboration with IOM units, partners, and UNCT on quantitative and qualitative monitoring is essential for performance management and reporting. The officer will draft monitoring reports, coordinate with Public Information Officers, and ensure M&E findings are shared and utilized. Key duties also include coordinating the identification of performance indicators, designing report formats, analyzing monitoring data, highlighting bottlenecks, and recommending corrective actions. The role involves participating in the selection and monitoring of implementing partners for M&E activities, providing capacity-building to staff and partners, and reviewing data availability and quality. Field travel for M&E support and participation in project development are also required.
Work Experience
Experience in project conceptualization, development, monitoring, reporting, and evaluation is required. This includes experience in capacity-building, training design and delivery, and liaising with governmental and international institutions. Familiarity with financial administration, migration issues, and organizing high-level workshops is beneficial. Strong knowledge of M&E concepts, qualitative/quantitative methods, and UN cooperation frameworks is essential.
