Job Purpose
The Head of Partnerships and Programme Support Division (PPSD) is responsible for managing key division units including Programme Development and Reporting, Strategic Communications, MEAL, and Partnerships and Liaison. This role oversees programme development, fundraising, resource mobilization, external partnerships, and internal coordination for the IOM Syria Country Office. Working under the Chief of Mission, the position collaborates with regional and headquarters units to ensure effective programme delivery and strategic alignment. The purpose is to drive IOM's mission in Syria through robust partnerships and comprehensive programme support, contributing to humane and orderly migration management.
Responsibilities
Oversee programme development, monitoring, and evaluation, ensuring alignment with IOM Syria's strategy and project deliverables. Lead fundraising strategies and resource mobilization efforts by identifying funding opportunities and developing proactive partnership approaches. Support UN internal planning frameworks, including the Sustainable Development Cooperation Framework and Humanitarian Needs and Response Plan. Advise on strategic planning and develop Appeals reflecting IOM Syria's priorities. Liaise with relevant units to ensure programme compliance with donor and IOM requirements. Lead donor and partner outreach, coordinating with senior management to implement outreach strategies. Establish and maintain dialogue with stakeholders for programme coordination and development. Provide strategic oversight for government liaison and external engagement. Prepare policy guidance notes and briefs for senior management. Ensure integrated project support functions, including reporting and donor relations. Identify potential programme activities and projects to expand partnerships. Assess training needs and coordinate capacity-building initiatives. Ensure a results-based approach in proposals and project management.
Work Experience
Extensive experience in policy formulation, programme development, implementation, and evaluation. Demonstrated experience in report writing and coordination with programme managers. Supervisory experience in staff management. Experience managing humanitarian, recovery, and development programmes. Experience working in the region is an asset.
Skills
Knowledge of inter-agency, UN, and bilateral donor programming. Proven ability to establish and maintain relationships with governmental, diplomatic, and institutional actors, as well as civil society. Knowledge of project development, reporting, and implementation in emergency contexts.
