Job Purpose

The Project Engineer in Bihac, under the supervision of the Humanitarian Assistance Coordinator and the Head of Sub-Office Bihac, is responsible for managing and implementing engineering and construction projects. This includes developing technical designs and documentation, supporting procurement and tendering, overseeing construction works, ensuring quality control, and coordinating with contractors and suppliers. The role ensures all project activities comply with technical standards, local regulations, and IOM procedures, contributing to the organization's mission of providing essential infrastructure and support to communities.

Responsibilities

Key responsibilities include assessing site conditions and preparing technical documentation such as scope of works and bills of quantities. The Project Engineer will develop engineering designs compliant with industry standards and local regulations, creating complete bidding and construction packages. This involves preparing procurement plans, contributing to solicitation documents, and supporting bid evaluations and contract finalization. The role requires monitoring construction progress through site inspections, ensuring adherence to specifications and contractual requirements. Additionally, the engineer will identify and manage project risks, delays, and variations, ensuring alignment with budgets and schedules, and verifying compliance with building codes, permits, and IOM procedures.

Work Experience

Required experience includes proven professional work in project design within civil engineering or construction. Demonstrated knowledge of planning, organizing, and enforcing safe work practices, with specific understanding of BiH construction regulations, is essential. Experience in all phases of construction project planning and implementation is necessary. Experience with infrastructure projects (water supply, wastewater, etc.) and tender documentation preparation is advantageous.

Skills

Proficiency in construction project planning, implementation, and site supervision. Knowledge of procurement and tendering procedures, budgeting, cost estimation, and Bills of Quantities (BoQ) preparation. Familiarity with infrastructure systems is advantageous. Skills in Microsoft Office and AutoCAD (or similar) are beneficial. Knowledge of contract management, quality assurance, and regulatory compliance is required. A valid B category driving license with five years of active driving experience is also necessary.
