Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. The Labour Mobility and Social Inclusion Unit, within the Diaspora Engagement project, is seeking a consultant to support the Government of Uganda and IOM in finalizing the National Diaspora Policy. This policy aims to strengthen diaspora engagement in Uganda's socio-economic development, particularly through climate action initiatives.

Job Purpose

The purpose of this consultancy is to finalize the National Diaspora Policy for Uganda, develop a comprehensive Implementation Strategy, and create a detailed Workplan. This role supports the Government of Uganda and IOM in enhancing diaspora engagement for socio-economic development, especially in climate action. The consultant will review existing policy drafts, incorporate feedback from extensive consultations and technical reviews, facilitate policy validation with stakeholders, and ensure compliance with national policy development guidelines. The ultimate goal is to produce a policy ready for government approval and operationalization, thereby harnessing diaspora contributions effectively.

Responsibilities

The consultant will be responsible for preparing an Inception Report detailing methodology, work plan, stakeholder engagement, and quality assurance. They will revise the Draft National Diaspora Policy, incorporating feedback and ensuring alignment with Government guidelines. A key task is facilitating a national policy validation workshop, documenting discussions, consensus, and proposed amendments in a comprehensive report. Finally, the consultant will develop the Final Draft National Diaspora Policy, a detailed Implementation Strategy (including objectives, roles, coordination, resource mobilization, and M&E), and a Costed Implementation Workplan. A final consultancy report summarizing the process and recommendations will also be required.

Work Experience

Requires 5+ years of experience in participatory research, particularly in labour migration, diaspora engagement, and capacity building. Demonstrated experience and understanding of diaspora issues to promote policy and legislative best practices are essential. Proven understanding of migration issues and experience in report writing and public presentations are also necessary.

Skills

Excellent public policy research, analytical, and writing skills. Experience in developing research tools is an advantage. Proficiency in stakeholder engagement, especially with government and the private sector. Excellent written and verbal communication in English.
