Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency leading in migration matters. It collaborates with governments and NGOs to promote humane migration, protect displaced persons, and facilitate legal pathways. IOM Thailand's Protection and Border Governance Unit implements projects to enhance safe migration pathways and combat human trafficking.

Job Purpose

This consultancy aims to strengthen the capacity of non-governmental protection actors in Thailand to deliver gender-sensitive, disability-inclusive, victim-centred, and trauma-informed services to victims of trafficking. The role involves developing a practical training program, conducting capacity-building activities, and facilitating stakeholder coordination to foster sustainable collaboration between government and civil society organizations. The objective is to enhance the overall protection services for victims of trafficking in line with national legislation and international standards, contributing to the project's goal of supporting the Royal Thai Government's anti-human trafficking efforts.

Responsibilities

Provide technical and operational support for the implementation and monitoring of Outcome 2 of the IOM Development Fund project, focusing on capacity building for civil society organizations (CSOs) and non-government partners. Assist in reviewing project documents, national standards, and protection frameworks. Support the development and adaptation of training materials on victim-centred approaches. Organize and deliver training workshops and coordination meetings, including logistical preparation and reporting. Liaise with provincial government authorities and CSOs to strengthen cooperation and referral pathways. Maintain and update case tracking systems and databases. Compile and analyze project data for reports and presentations. Undertake duty travel as required to support project activities.

Work Experience

Experience in counter-trafficking, protection, or migration-related fields. Experience in developing and facilitating training programs for government or civil society partners. Familiarity with victim-centred, rights-based, trauma-informed, gender-sensitive, and disability-inclusive approaches. Experience with victim protection, case management, and referral mechanisms is desirable.

Skills

Strong analytical and reporting skills. Ability to work effectively in sensitive environments with discretion and professionalism. Good presentation and communication skills. Ability to work independently and as part of a team. Demonstrated ability to work under pressure and meet deadlines. Fluency in English and Thai is required.
