Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN agency focused on promoting humane and orderly migration. It works with partners to save lives, protect people on the move, drive solutions to displacement, and facilitate regular migration pathways. IOM Costa Rica requires AVR Case Managers to support its Voluntary Assisted Return (AVR) program for extra-regional migrants.

Job Purpose

The AVR Case Manager role is crucial for implementing IOM's Voluntary Assisted Return (AVR) program in Costa Rica, specifically for extra-regional migrants from the United States and other nationalities in the Americas. The purpose of this role is to provide comprehensive case management services, ensuring eligible individuals receive support throughout the AVR process. This includes conducting assessments, managing case details in IOM systems, facilitating communication, coordinating return logistics, and providing on-the-ground support. By effectively managing these cases, the role directly contributes to IOM's mission of promoting humane and orderly migration and assisting vulnerable populations in their voluntary return.

Responsibilities

The AVR Case Manager is responsible for conducting pre-screening assessments and eligibility determinations for individuals seeking Assisted Voluntary Return (AVR) services. This includes gathering necessary information, conducting interviews, and explaining the AVR process. The role involves meticulous data entry and tracking in IOM systems like MIMOSA, Kobo, and Excel, ensuring accuracy and timeliness. Case management duties include providing follow-up services, coordinating with internal teams and external stakeholders, and analyzing cases to identify specific needs and interventions. Responsibilities also extend to liaising with translators, coordinating with IOM offices in countries of origin for return arrangements, and managing the purchase of airline tickets. The Case Manager will provide airport support and ensure all activities are documented according to IOM guidelines. Occasional travel to project implementation areas may be required.

Work Experience

A minimum of four years of experience working with vulnerable populations is required. Previous experience in case management within humanitarian settings is highly desirable. Experience in communicating with diverse groups, protection activities, and coordinating with institutional and UN counterparts is also beneficial. Strong analytical, writing, and organizational skills are essential.

Skills

Key skills include responsibility, customer orientation, continuous learning, effective communication, creativity, initiative, leadership, negotiation, performance management, planning, organization, professionalism, teamwork, and technological knowledge. Proficiency in English (B2 level) is required, with fluency in Spanish also essential. Knowledge of other languages like French, Arabic, Russian, or Mandarin is an advantage.
