Job Purpose

The Senior Finance Associate will provide comprehensive support to the Resource Management Unit in Caracas, focusing on monitoring, administrative, financial, and procurement activities in alignment with IOM's rules and regulations. This role is crucial for ensuring the efficient and compliant execution of financial operations within the mission. The Associate will offer specialized advice to Project Managers and the Head of Sub-office on financial and administrative matters, assist in budget preparation and revisions, and monitor expenditures to ensure they remain within authorized levels. By identifying internal control weaknesses and proposing corrective actions, the position plays a key role in safeguarding organizational assets and supporting informed financial decision-making.

Responsibilities

Provide comprehensive support to the Resource Management Unit, encompassing monitoring, administrative, financial, and procurement activities in accordance with IOM regulations. Offer specialized advice and support to Project Managers and the Head of Sub-office on financial and administrative matters. Assist in preparing annual budget submissions and revisions, including cost estimations for staff, office expenses, and contracts. Monitor compliance with financial policies, procedures, rules, and regulations. Consolidate data into financial statements and track expenditures against authorized levels. Identify potential weaknesses in internal controls and propose corrective actions to safeguard organizational assets. Generate regular and ad hoc financial reports to support informed decision-making. Ensure disbursements are properly authorized and supported by adequate documentation. Respond to audit queries and follow up on audit recommendations. Review and monitor Vendor Accounts in the accounting system. Assist in preparing various financial, accounting, and statistical reports as required.

Work Experience

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Previous experience with SAP is a distinct advantage. Experience in organizing paperwork methodically, with attention to detail. Prior work experience with international humanitarian organizations, non-governmental, or governmental institutions in a multicultural setting is advantageous.

Skills

In-depth knowledge of migration-related subject areas. Understanding of UN and bilateral donor programming. Knowledge of financial rules and regulations. Proficiency in Microsoft Office applications. Experience with SAP is advantageous.
