Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It works with partners to save lives, protect migrants, drive solutions to displacement, and facilitate regular migration pathways. The Public Health Unit (PHU) within IOM implements health interventions.

Job Purpose

This consultancy supports the implementation and monitoring of health interventions within IOM's Public Health Unit (PHU). The role aims to strengthen access to essential health services, improve the quality and continuity of supported interventions, and enhance community-based public health preparedness, surveillance, screening, outreach, and response activities. The consultant will ensure effective implementation, tracking, and quality assurance of healthcare and community-based interventions, guaranteeing timely delivery and appropriate follow-up. This position contributes to evidence-based decision-making, improved program performance, and adherence to IOM standards and donor requirements, ultimately supporting IOM's mission to assist governments and migrants.

Responsibilities

Develop and implement a monitoring and follow-up plan for assigned Public Health Unit (PHU) interventions, including Community-Based Event Surveillance (CBES) and other health activities. Prepare monthly progress reports detailing implementation status, beneficiary reach, service utilization, referral pathways, outcomes, surveillance activities, achievements, challenges, and recommendations. Maintain coordination records and follow-up reports for healthcare interventions, including eligibility verification, case review, approvals, referrals, case management, and coordination with healthcare providers and stakeholders. Consolidate and verify programme data, ensuring data quality, completeness, accuracy, consistency, and timely reporting. Produce monitoring reports on community-based activities such as CBES, health screening, outreach, and health promotion. Develop training and orientation materials for field teams and partners, including attendance and supervision reports. Provide technical inputs for programme planning, implementation, monitoring, reporting, and quality improvement processes, including the development of tools, SOPs, and guidance notes. Submit a final consultancy report summarizing activities, outputs, findings, challenges, lessons learned, and recommendations.

Work Experience

Requires at least three to five years of relevant experience in public health programs, health system support, disease surveillance, or health project coordination. Prior experience with international humanitarian organizations or in a multi-cultural setting is advantageous, as is experience in community engagement interventions.
