IT Consultant for Functional and Technical Specification of the EMN Serbia Web Presentation
Organizational Context
IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. This consultancy is part of a Joint Programme in Serbia, funded by Switzerland, aimed at strengthening migration governance and asylum systems. The role contributes to enhancing policies, protecting rights, and improving Serbia's participation in the European Migration Network (EMN).
Job Purpose
The purpose of this consultancy is to establish a modern, bilingual (Serbian and English) web presentation for the European Migration Network (EMN) in Serbia. This website will serve as a central platform for disseminating EMN news, publications, events, and migration-related information, enhancing visibility and knowledge sharing among national and international stakeholders. The role involves the design, development, testing, deployment, and handover of the website, including a content management system (CMS), ensuring it is sustainable, user-friendly, and enables independent content management by the relevant Serbian authorities in line with EMN operational requirements and international standards.
Responsibilities
The consultant will be responsible for several key deliverables. First, conducting a requirements analysis, developing a technical concept, and creating a design package, including functional specifications, sitemap, information architecture, wireframes, and UI/UX design proposals. Second, developing, configuring, and testing the bilingual website, implementing the CMS, multilingual functionality, content management features, SEO, accessibility, and security measures. Third, deploying the website to the production environment, uploading initial content, supporting User Acceptance Testing (UAT), delivering comprehensive user and technical documentation, conducting training for staff, and providing post-launch warranty support. This includes transferring all necessary credentials and ownership to the client.
Work Experience
A minimum of three years of professional experience in web design, development, CMS implementation, or IT consultancy is required. Demonstrated experience in preparing technical specifications, documentation, and implementing bilingual or multilingual websites is essential. Experience with CMS, responsive design, accessibility standards, SEO, analytics, testing, deployment, and training is also necessary. Prior work with government or international organizations is an asset.
