Organizational Context

IOM Malawi, in partnership with governments, UN, and NGOs, addresses migration and disaster risk management, focusing on reducing climate-induced displacement and improving displacement management. The RE2CLID project enhances resilience for vulnerable communities in Southern Africa and Indian Ocean countries facing climate change impacts. This role supports the RE2CLID project.

Job Purpose

The Senior Construction Associate (Shelter) provides technical assistance in the planning, construction, and rehabilitation of shelters and related infrastructure for disaster risk reduction. Working under the RE2CLID project, the role aims to enhance the resilience and self-reliance of displacement-affected communities in Malawi and other Cluster 2 countries. This involves supporting site assessments, design development, construction supervision, and coordination with stakeholders to ensure timely and effective delivery of shelter solutions, contributing to IOM's strategic objective of driving solutions to displacement and strengthening national capacity for disaster resilience.

Responsibilities

Key duties include supporting site assessment and planning for shelter construction, evaluating existing infrastructure for rehabilitation needs, and assisting in the development and approval of Bills of Quantities (BOQs) and designs. The role involves planning, coordinating, and supervising construction activities, including labor, to ensure timely completion. Collaboration with local authorities, partners, and stakeholders is essential for effective shelter and infrastructure management. The position also supports the identification of best practices, development of SOPs, and the design and execution of technical training for local artisans, contributing to capacity building and knowledge sharing.

Work Experience

Requires a minimum of 5 years of experience in site assessment, planning, and layout for shelter construction. Experience in designing and supervising shelter construction for internally displaced persons according to Sphere standards is essential. Experience working with vulnerable groups and in humanitarian organizations is advantageous. Training experience in construction techniques is also noted.

Experience in developing training materials and conducting capacity-building activities. Proficiency in AutoCAD and other design software. Strong analytical and report-writing capabilities.
