Local Consultant - Labour Mobility and Climate Change
Organizational Context
The International Organization for Migration (IOM), a UN agency since 2016, promotes humane and orderly migration. This consultancy contributes to the "Empowering climate resilience through Labour Migration: a Global Initiative" project (LM0627), funded by the IOM Development Fund. The project, running from October 2025 to September 2027, aims to strengthen the link between labour mobility and climate change in five pilot countries, including Brazil.
Job Purpose
This role supports the "Empowering climate resilience through Labour Migration: a Global Initiative" project by addressing knowledge and programming gaps at the nexus of labour migration and climate change within Brazil. The consultant will conduct targeted desk research, map national projects and stakeholders, facilitate engagement, and draft a comprehensive report with national context-specific technical inputs. The ultimate goal is to enhance policy coherence, promote climate-resilient livelihoods, and contribute to adaptive capacity for at-risk populations, aligning with global sustainability and climate action efforts. The research will identify policy gaps and provide recommendations for integrating labour mobility into climate change policy and vice versa.
Responsibilities
The consultant will conduct a targeted desk review of national policies related to climate change and migration, identifying gaps and summarizing existing links or missing connections. Responsibilities include developing a mapping of key national projects and stakeholders, identifying major implementing actors, and flagging relevant data sources. The role involves facilitating stakeholder engagement, including proposing key contacts, supporting logistics, and participating in interviews. A comprehensive report with national technical inputs will be drafted, and support will be provided for the validation process. Deliverables include a reviewed policy report, a stakeholder mapping table, validated stakeholder inputs, and a final comprehensive report.
Work Experience
A minimum of two years of relevant professional experience is required. Experience engaging with national authorities (e.g., Ministries of Environment, Economy, Labour) and institutions/stakeholders (e.g., UN organizations, NGOs, CSOs) is preferable.
Skills
Ability to maintain accuracy and confidentiality. Excellent communication and reporting-writing skills in Portuguese and English. Strong interpersonal and intercultural skills with attention to detail.
