Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading UN agency promoting humane and orderly migration. IOM Ethiopia implements the Regional Counter-Smuggling Programme (RCSP), funded by the UK Home Office, to enhance border management and combat transnational organized crime. This consultancy supports the RCSP's objective to integrate gender equality into border management systems.

Job Purpose

This consultancy aims to conduct a gender-responsive legal and institutional assessment of the Ethiopian Immigration and Citizenship Service (ICS). The purpose is to evaluate how national gender equality priorities are integrated into ICS's legal, policy, human resource, and operational frameworks. The assessment will identify existing measures supporting women's recruitment, retention, professional development, and leadership, alongside challenges and opportunities for improvement. Findings will inform practical recommendations and institutional measures to enhance women's participation and advancement within ICS, contributing to more effective and inclusive border management.

Responsibilities

The consultant will perform a comprehensive legal, policy, and institutional desk review of relevant Ethiopian legislation and policies concerning gender equality and public service. This includes assessing recruitment, workforce composition, professional development, and leadership pathways within ICS through stakeholder consultations, including confidential interviews and focus groups. A consolidated assessment report will be drafted, integrating findings and providing evidence-based, prioritized recommendations for institutional strengthening. The consultant will also develop a validation workshop package, facilitate the validation process, and present findings at a Women in Uniform Conference, incorporating feedback into the final report.

Work Experience

Requires 5-7 years of professional experience in gender analysis, institutional assessments, or organizational development. Proven experience in conducting legal, policy, and human resource assessments within public sector or security organizations is essential. Experience in gender-responsive research, assessing HR policies, facilitating stakeholder consultations, and producing high-quality analytical reports is also necessary.

Skills

Strong knowledge of Ethiopian gender equality and labour frameworks. Understanding of international gender equality standards. Proficient in qualitative research, institutional assessment, and report writing. Skilled in facilitation and stakeholder engagement. Knowledge of gender-responsive and inclusive migration governance approaches. Strong communication and independent work abilities.
