Organizational Context
Established in 1951, IOM is the leading UN agency for migration, promoting humane and orderly migration globally. It works with partners to save lives, protect people on the move, and facilitate pathways for regular migration. IOM Ukraine focuses on Migration, Sustainable Development, and Livelihoods (MSDL), coordinating efforts with the international community and the Government of Ukraine.
Job Purpose
The National Programme Officer (MSDL) will oversee and coordinate IOM Ukraine's Migration, Sustainable Development, and Livelihoods (MSDL) portfolio. This role is crucial for reinforcing synergies and cooperation with the international community and the Government of Ukraine. The incumbent will provide strategic direction for MSDL initiatives, identify opportunities to expand the portfolio, and mainstream migration into policy-making processes at national and local levels. The position requires managing the implementation of MSDL projects, ensuring compliance with IOM policies and donor requirements, and fostering collaboration with various stakeholders to achieve coordinated action and a system approach that aligns with global migration processes and IOM principles.
Responsibilities
Provide strategic direction for MSDL work, identifying and pursuing opportunities to expand IOM Ukraine's portfolio and mainstream migration into policy-making. Manage the overall implementation of MSDL projects, ensuring timely completion and adherence to IOM policies and donor requirements. Foster collaboration with the UNCT, FSL Cluster, and international community representatives for coordinated action. Establish and maintain strong partnerships with government entities at all levels. Assist in MSDL resource mobilization by liaising with donors and developing project concepts and proposals. Ensure MSDL programming is evidence-based by leading the development of thematic information materials. Keep staff and stakeholders informed on MSDL policies, standards, and best practices. Supervise and build the capacity of MSDL staff, consultants, and implementing partners. Contribute to the development and operationalization of IOM Ukraine's economic recovery strategy. Organize and participate in relevant conferences and meetings, representing IOM.
Work Experience
Requires strong knowledge of Ukraine's migration context and labour market dynamics. Experience in donor and government liaison, project management, budget monitoring, and reporting is essential. Familiarity with international organizations and Ukrainian laws/policies related to the labour market, vocational training, and migration is also necessary.
Skills
Good knowledge of labour migration, diaspora engagement, TVET, and sustainable development. Excellent planning, organization, coordination, analytical, and communication skills. Proven drafting, writing, and reporting abilities. Proficient in Microsoft Office Suite.
