National IBG and Protection Officer - Head of Unit
Organizational Context
IOM Ireland, established in 2001, operates in migration management, including Assisted Voluntary Return, Resettlement, Counter-Trafficking, Protection, and Immigration and Border Governance (IBG). The IBG and Protection Unit supports international protection applicants and beneficiaries of temporary protection through mediation and casework, and contributes to counter-trafficking efforts. This role, under the Chief of Mission, manages IBG and Protection Unit projects, coordinating implementation and collaborating with stakeholders.
Job Purpose
The Head of Unit for Immigration, Border Governance, and Protection is responsible for the overall management and coordination of projects within the unit. This includes overseeing financial, logistical, administrative, and technical aspects, ensuring alignment with IOM policies and donor agreements. The role involves monitoring project implementation, identifying deviations, and recommending corrective actions. It also focuses on promoting gender and protection mainstreaming, developing monitoring and evaluation tools, and contributing to project development and proposal writing. The position plays a key role in the mission's Senior Management Team, fostering synergies and identifying new opportunities. Additionally, it involves coordinating with various stakeholders, organizing capacity-building activities, and supervising the unit's team to ensure productivity and adherence to regulations.
Responsibilities
Coordinate the overall implementation of IBG and Protection projects in Ireland, managing financial, logistical, administrative, and technical aspects according to IOM policies and donor agreements. Monitor project progress, document results, identify deviations, and implement corrective actions. Promote the integration of gender, protection, and human rights into projects. Develop monitoring, evaluation, and reporting tools, and contribute to information management and awareness-raising. Identify opportunities for new project development and contribute to proposal writing. Participate in the Senior Management Team to foster synergies and identify new opportunities. Develop and adjust methodologies and standard operating procedures. Coordinate the elaboration and dissemination of reports for donors and stakeholders. Liaise with government entities, partners, UN agencies, and other stakeholders. Plan, organize, and deliver capacity-building activities for staff, partners, and other actors. Supervise and manage the IBG Unit team, ensuring productivity, adherence to regulations, and staff development. Undertake duty travel as required and perform other assigned duties.
Work Experience
Experience liaising with governmental authorities, international institutions, UN agencies, and NGOs. Project management experience with budgets over EUR 2 million. Experience leading multinational teams exceeding 12 persons. Experience working with vulnerable groups such as migrants, refugees, or victims of trafficking. Prior experience in Immigration and Border Governance (IBG) and with international humanitarian organizations is advantageous.
Skills
In-depth knowledge of immigration policies and regulations. Understanding of the Irish asylum system. Knowledge of UN and bilateral donor programming. Familiarity with UN financial, administrative, and human resources rules and regulations.
