Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading UN agency focused on migration. It collaborates with governments and partners to promote humane and orderly migration, saving lives, protecting migrants, and facilitating regular pathways. The Chief of Mission (CoM) operates under the Director General and Regional Director, providing policy, administrative, programme, and financial support to the Country Office, and contributes to UN Sustainable Development Cooperation Framework objectives.

Job Purpose

The Chief of Mission (CoM) is responsible and accountable for all IOM activities within a country, providing comprehensive oversight and support to the Country Office. This role involves strategic planning, programme development, and resource mobilization to align IOM's efforts with national priorities and the UN Sustainable Development Cooperation Framework (UNSDCF). The CoM ensures effective programme implementation, accurate reporting, and contributes to national and regional migration policy discussions. They also play a key role in inter-agency coordination within the UN Country Team, advocating for migration-related issues and promoting joint programming. The position requires strong leadership in managing operations, finances, and human resources, while fostering partnerships and representing IOM effectively.

Responsibilities

The Chief of Mission (CoM) is responsible for strategic country programme development, including planning, project development, and implementation aligned with IOM's vision and the UNSDCF. This involves resource mobilization through diverse partnerships and advocating for IOM's involvement in national migration policy discussions. The CoM oversees all country programme activities, ensuring quality performance, effective reporting, and adherence to UN frameworks. They actively participate in the UN Country Team, promoting joint programming and advocating for migration issues. Key duties include managing operational, human resources, administrative, budgetary, and financial activities of the Country Office, ensuring robust internal controls, and facilitating knowledge management by identifying best practices. The role also involves representing IOM, developing strategic partnerships, promoting public relations, and ensuring safety and security management, including PSEA/SH strategies.

Work Experience

Extensive experience is required in general management, project management, and resource management. Significant experience is also needed in diplomacy, fundraising, public relations, and liaising with governmental and international institutions. Furthermore, substantial experience in delivering large, diverse programmes in complex settings, encompassing both emergency and development programming within migration, is essential.

Skills

Excellent communication (oral and written), liaison, and negotiation skills. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming, and Monitoring and Evaluation frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
