Organizational Context

The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. In Bangladesh, IOM co-leads the Displacement Management Cluster (DMC) with the Ministry of Disaster Management and Relief (MoDMR), supported by ECHO. This role contributes to strengthening national preparedness and response for disaster-induced displacement through capacity building and developing a training manual.

Job Purpose

This consultancy aims to strengthen government leadership in displacement management and humanitarian coordination in Bangladesh. The role will conduct a needs analysis of coordination mechanisms, institutional capacities, and operational practices related to displacement management and humanitarian coordination with the Ministry of Disaster Management and Relief (MoDMR) and the Department of Disaster Management (DDM). Based on the findings, a comprehensive, practical, and institutionalized training manual will be developed. Subsequently, capacity-sharing sessions will be organized for relevant officials, with the finalized manual handed over to MoDMR to support continuous institutional learning and future training initiatives, thereby enhancing national preparedness and response to disaster-induced displacement.

Responsibilities

The consultant will lead a needs analysis by reviewing existing policies, assessing institutional structures, mandates, capacities, and coordination arrangements of MoDMR and DDM. This includes evaluating understanding of disaster displacement, DMC operations, humanitarian coordination, information management, and Rohingya response coordination, through consultations with stakeholders. Based on this analysis, a competency-based training manual will be developed, ensuring it is practical, user-friendly, and aligned with national policies and international standards. The manual will cover key areas such as displacement management principles, roles and responsibilities, cluster coordination, and emergency response. The consultant will also develop training materials and facilitate Training of Trainers (ToT) and capacity-sharing workshops for government officials, evaluating learning outcomes. Finally, technical recommendations for strengthening institutional arrangements and a roadmap for institutionalizing the training program within MoDMR will be provided.

Work Experience

A minimum of 7 years of relevant professional experience in disaster management, humanitarian coordination, displacement management, or institutional capacity development is required. Extensive experience working with government institutions, particularly the Ministry of Disaster Management and Relief, is essential. Demonstrated experience in conducting capacity assessments, developing training manuals, and delivering training programs for government and humanitarian actors is also necessary.
