This ICT Officer role operates within the Country Office in Dhaka, Bangladesh, under the supervision of the Chief of Mission and Head of Resources Management, coordinating with regional and HQ ICT departments.
Job Purpose
The Information and Communications Technology (ICT) Officer is responsible for supervising and coordinating all ICT operations within the IOM Country Office (CO) and its Sub-Offices. This involves ensuring timely and accurate provision of ICT solutions and services that meet operational needs, including during emergencies. The role acts as a key liaison for ICT business relationships and cybersecurity, engaging with various internal and external stakeholders. The officer will also provide technical support, manage the ICT team, contribute to ICT documentation and service improvement, and ensure compliance with IOM's ICT policies, standards, and cybersecurity protocols. The ultimate goal is to maintain efficient and secure ICT infrastructure that supports the CO's operations and strategic initiatives.
Responsibilities
Supervise and coordinate the ICT Unit's activities, ensuring timely and accurate service delivery in compliance with IOM ICT policies and standards. Liaise with CO management and field operations to provide adequate ICT solutions and services, including emergency support. Serve as the local ICT business relationship and cybersecurity focal point, coordinating with internal programs, global cybersecurity initiatives, government bodies, UN agencies, NGOs, and vendors. Provide technical support for CO ICT services, supervise and train the ICT team for effective implementation of strategic initiatives and incident response. Contribute to the development and maintenance of ICT documentation, including Standard Operating Procedures (SOPs), Business Continuity Plans, and Disaster Recovery Plans. Conduct service improvement assessments and recommend optimizations for ICT infrastructure. Ensure procurement of ICT equipment and services aligns with IOM standards and policies. Act as the first line of cybersecurity defense and incident responder, facilitating the implementation of security controls and compliance with global cybersecurity programs.
Work Experience
Required experience includes overseeing and managing Microsoft Windows and serverless network environments (LAN/WAN), first-level network/desktop support in a large international organization, and supervisory roles in ICT functions within international organizations or field locations, particularly in complex or post-conflict settings. Experience in planning, designing, implementing, and maintaining computer information systems, cybersecurity compliance, database systems, and Microsoft 365 cloud applications is essential. Policy advisory experience on systems development is also valued.
Skills
Strong oral and written communication skills, with the ability to effectively communicate with business leaders and non-technical individuals. Proficiency in Windows Operating System, Network/Systems administration, TCP/IP, Cisco devices, VPN, VoIP, MS Office 365, and antivirus software. Knowledge of web-based development, GIS, or mapping tools is advantageous. Demonstrated ability to work independently, take initiative, and achieve high-quality results. Ability to handle confidential data professionally and train individuals effectively within a diverse team environment.
