Supply Chain Officer
Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, facilitates humane and orderly migration. This role sits within the Regional Office, under the direct supervision of the Regional Supply Chain Officer and overall guidance of the Deputy Regional Director (Management). The position collaborates with the Supply Chain Division at Headquarters to ensure effective supply chain operations.
Job Purpose
The Supply Chain Officer is responsible for managing and executing supply chain activities within the region, aligning with IOM's Supply Chain Management (SCM) objectives. The primary goal is to ensure the timely delivery of quality goods and services to beneficiaries at optimal costs. This involves strategic planning, logistics assessment, market research, and close collaboration with regional offices, country offices, and Headquarters. The role contributes to efficient operations by identifying and resolving supply chain bottlenecks, thereby enhancing the organization's ability to support people on the move effectively and uphold IOM's mission.
Responsibilities
Key responsibilities include contributing to strategic supply chain planning for the region, conducting logistics capacity assessments, and performing market research. The officer will coordinate and monitor all SCM tasks, including planning, budgeting, procurement, warehouse management, transport, distribution, fleet, and asset management. This involves preparing progress reports and providing support and guidance to relevant staff on SCM policies. The role requires identifying and optimizing supply chain processes to ensure timely and efficient delivery of goods and services. Responsibilities also encompass reviewing procurement requests, evaluating vendor performance, managing bidding processes, and ensuring compliance with procurement rules. Additionally, the officer will support the maintenance of office facilities, provide training to SCM staff, and actively participate in inter-agency SCM meetings.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers, is also essential for this role.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, and IOM's system and processes for procurement and logistics. Excellent computer literacy. Familiarity with Oracle systems is an advantage.
