Job Purpose

The Regional Human Resources Officer, reporting to the Deputy Regional Director for Management (DRDM) and the Regional HR Business Partner (HRBP), is responsible for overseeing and supporting human resources functions across Country Offices (COs) and the Regional Office (RO) within the region. This role involves assisting the DRDM/HRBP with various HR-related matters, ensuring the effective implementation of HR policies and procedures, and contributing to the overall HR strategy. The position plays a crucial part in maintaining efficient HR operations, supporting staff development, and ensuring compliance with IOM's HR framework across the region, thereby contributing to the organization's mission and operational effectiveness.

Responsibilities

The Regional Human Resources Officer provides comprehensive HR support, including personnel administration, staff development, employee relations, and performance management for the Regional Office and Country Offices. This involves reviewing contracts, monitoring HR administration, and ensuring correct archiving of documentation. The role coordinates recruitment processes and staff training activities, assists in developing HR procedures, and supports staff training on HR management systems. Additionally, the officer oversees the WAVE HR Module maintenance, supports performance appraisal system implementation, and assists with new HR system updates. The position also aids in implementing IOM's HR policies, ensuring accurate personnel administration and payroll processing, and supporting workforce planning and organizational changes. Reporting duties include preparing HR reports, updating organigrams, and identifying areas for HR improvement.

Work Experience

Requires experience in Administration and Human Resources Management, and familiarity with the UN common system or similar organizational structures. Experience working in the region or in developing countries is considered an advantage.

Skills

High computer literacy, proficiency in MS Office (especially Excel), strong writing skills, knowledge of IOM/UN HR policies and regulations, excellent organizational and analytical skills, ability to prepare concise reports, understanding of staff rules, entitlements, recruitment practices, and training programs. Knowledge of WAVE is advantageous.
